Redware Charger, Slip Decorated - CYRUS, New Jersey or New York, Image 1

Other pieces are known to have been made in Rivers Edge, New Jersey [a platter with "Hard Times in Jersey"] that display closely related script, looping and scrolling. The flourish that occurs on the Cyrus dish matches other dishes in script and script style, the best reference for that in the book "Kitchen Ceramics" by Suzanne Slesin, Daniel Rozensztroch, and Stafford Cliff, page 63, the dishes displaying "Green Back" and "Mary".

Unfortunately, without archeology, and research we are playing a guessing game, however in this case New Jersey is a strong possibility.
