He studied with Isaac Fuller and Gerard Soest and was considered during his lifetime as one of England’s best native painters.” He excelled in capturing the facial features of his sitters and is known to have painted royalty. He was appointed jointly as Principal Painter in Ordinary to King William III and Queen Mary with Godfrey Kneller in 1688. Sir William Monson, a prominent Whig politician, was one of his fashionable sitters. Riley collaborated with John Closterman and welcomed other artists in his studio.
