Flintlock Eprouvette, Boxlock Gunpowder Tester Probably by Richard Clarke

Standard English recoil-wheel system, rachet pawl; forged barrel loop and mechanism are consistent with London/Birmingham work [no foreign proof marks]. Rounded lock with gooseneck cock. The engraved lockplate features a trophy of arms including flags, drum, and cannon.

Clarke specialized in eprouvettes and was considered one of the finest makers of these testers; his signature “trophy of arms” as features is diagnostic. Other identical examples are in public collections such as the Royal Armories Museum [naming just one].
